The target design: each provider carries a type — carrier, 3PL, warehouse, or specialist — a rating, contact details, a verification flag, and a set of service offerings, so capacity and specialties are discoverable. Search by service, provider, or location to surface the partners that match the need.
Because providers would be wired into the freight spine — attaching to shipments as carriers — the marketplace is designed to be part of the network, not a directory parked beside it.
